    Check your browser Prefs, eg. in FFox, it's Prefs > Advanced > Use autoscrolling. However, unchecking it (in FFox 2.0.0.18) did not thereafter enable middle-click > Dashboard, I had to go to SysPrefs > Dashboard etc to enable it, after which it did, but it's not something I want anyway.
