Can't start mail in Tiger

I'm busy setting up a Mac Tiger server, but i can't get the mail server started.

When i check the POP and IMAP boxes and hit start i get the following error popup:

A Service has encountered an error:
Try to refresh the view (OSX-Tiger-Server.local/Mail). Report the problem to the administrator if it persists. (No Mail Services are currently enabled. Select POP, IMAP and/or SMTP before starting).

In the console log i get this:

Cannot enable mail, no protocols enabled to start.

I have tried almost all combination's but all with exactly the same error.

I have all the of the Tiger Server updates installed.

Anyone know what i am doing wrong?

Yes, i tried that and many other configurations. No matter what i try i keep getting the same error.
