Dancing red pixels on LCD monitor after startup

I just bought a 20" Hewlett-Packard LCD monitor. When my desktop image appears during startup, there's a dancing pattern of red pixels in the black areas of the image. They stop after about 2 minutes and never reappear during the work session. I discovered that if I turn the monitor on and leave it for 2-3 minutes before turning on my PowerBook, the pixels don't appear. Is this just a warming up process typical of LCD monitors? Or could there be something wrong with the monitor?
 
Definetly something wrong, because all 3 of my lcd monitors don't do that, nor have i ever seen one that does. I believe i have seen something like this before on my dad's 20" dell lcd. They are horizontal pixel trains that are about an inch long and kind of "dance" around in the left corners when certain windows are moved around or the screen becomes a certain color. I don't know if this is artifacting from his overheating video card or the monitor, though...
