eMac Finder Menu flashes on and off

eMac running OSX 10.3.8 (plenty of mem, hard drive space, etc) - finder menu flashes upon boot on and off and on and off, client can't see any icons or do anything. Had him fix permissions and run disk utility but the same thing happens. Any hints or tips other than reinstalling OS?

Try dragging these Preference files to the Desktop and restart. New files will be generated upon restart.

com.apple.desktop.plist
com.apple.dock.plist
com.apple.finder.plist
com.apple.LaunchServices.plist

These files are here;

user>library>preferences
 
good idea, however, client can't get to the desktop in order to do that, just keeps flashing over and over, totally unusable. I guess I could try to boot up in the safe mode but not sure if that will work either. Any more ideas?
 
Welp: back from the client, no quick fix, had to go ahead and reinstall OS. thanks for your help though.
