Folder Listing not working

I'm using a very basic setup for my web server on OS X Server (10.4.3). I turned the "Folder Listing" option on, but I still get a 403 Forbidden error when trying to view directories in the user accounts. I'm not sure where to go from here. Can someone tell me where the apache configuration for the user "Sites" directories is?
 
better check the owner and permissions of the files and folders !
maybe the files are owned by some user, and are not readable by "www" user
