Yeah, I don't see much sense in it, either. Those meager enhancements (1.42 instead of 1.25, for example) won't make much of a difference, anyway. Fill it with RAM instead and sell it when the next revision comes out to get a newer one. (You can probably take the old one's RAM to the next one, if my suspicion becomes true and the next Mac mini comes out in Autumn with up to 1.667 GHz.)
