Problem with OSX file dragging

I have been having a problem with my mac recently and was wondering if anyone could suggestion a cause and or a possible solution.
On my desktop, though i am able to select and open folders, I cannot drag them to move or trash them. I am also having a similar problem with every dragging option avaliable.

I would be so grateful for some help as I really dont want to have to re-install everything.

Delete the icon cache found in /Library/Caches/ whose name is "com.apple.dock.iconcache"

Then restart

Thanks for the advice, but i tried that and still no improvements any other suggestions?

Log into a different user account and see if you have this problem. If you don't have another account setup, set one up and try.

I set up a new user account yesterday and it has the same problem as the original.
