Random occurrences of SubmitDiagInfo

It is only because I run Little Snitch that I notice this happening.
The Show Details link effectively only provides the PID of the process itself.
No processes seem to affected by this apparent error notification.

What could possibly be causing this?

Somewhere along the lines, you may have answered "Yes" to some question about "Allow diagnostic information to be sent to Apple?"

If you perform a process list from the Terminal (ps -eaf or ps -aux depending on OS X version), what is the corresponding process of that PID?
