Selection Border.

I have another problem.
For no reason, OSX now puts a border around whatever is selected. A filename in Finder, a selected icon on the desktop and statements in error boxes all now have black borders. It's as though CSS is used and has 'border: 1px solid black' (I presume it's not CSS, but thats what it looks like!)
The odd thing is, it only does it in one user. The other users on this computer (Powerbook G4, 10.4.6) are just fine.
How can I fix this?
I should add that my Apple menu seems a little inflated now too. I'm not sure if it's related, but it's odd. Here's a Screenshot
 
'OSX now puts a border around whatever is selected.' - launch (open, run) 'System Preferences' and select the 'Universal Access' utility. If the 'Voice Over' ON radio button is selected, click on the OFF radio button.

With respect to the 'Screenshot' graphic, it appears you have installed 'FruitMenu' or an equivalent utility. Like 'Universal Access' above, 'FruitMenu' is a 'System Preferences' utility.
