Setting ENV for Aqua

I'm trying to use BBEDit's CVS integration and running into an obnoxious problem.

I've set CVSROOT pretty much everywhere I can think of, .tcshrc, /etc/profile, and /etc/rc.common.

It is always defined in my terminal sessions, but BBEdit (7.0) continues to tell me it's undefined.

Where do I have to declare this thing to get the OS to pass it to applications... or am I being stupid with regards to BBEdit.
