The system screen saver allows the user to select a folder of Pictures then, under display options, select "Present slides in random order".

When the screen saver is randomly displaying slides, I don't want to see any particular slide again until all the slides in the chosen folder have been displayed at least once.
 
It doesn't work that way -- random is random, and if that means that one gets randomly selected before all the others have appeared, that's what it's gonna do.

You'll notice that iTunes does it a lot, too. Click the random button, listen to the music, and you'll see that a lot of songs come up again before others have gotten to play.
