Where is the window info info bar of the system preference ?

As of Mac OS 10.4, the toolbar of the System Preferences Window is gone.

How can I get it back ?

If you're referring to the icon strip at the top of the System Preferences window where you could drag certain preference panes up there for quick access, then it's gone as of 10.4. It no longer exists.
 
01. '.zip' 'System Preferences' ('/Applications/' folder) on a Mac with 'Panther' (MacOS X 10.3.x) installed.
02. '.zip' your existing 'Tiger' (MacOS X 10.4.x) copy of 'System Preferences' ('/Applications/' folder).
03. Delete your 'Tiger' copy of 'System Preferences'.
04. De-zip the 'Panther' version, and drag onto the '/Applications/' folder.
 
Though I wouldn't do that, really. (It's not recommended, anyway.) Rather, simply hit Cmd-L to get to the overview of all system preference panes at any time while in System Preferences. Quick, easy, done.
