My OSXPanther machine with a one-button mouse will only allow me to see contextual (or shortcut) menus when I click; as if I was right-clicking or control-clicking. I have tried swapping mouse and keyboard and restarting. Sticky keys are off. Mouse preferences only show click speed and tracking speed (since it's a one-button mouse).

Have you downloaded any software that would enable a one button mouse to do this like Tiger Cache, etc. and also have you restarted your Mac with the Shift-Return keys held until you see the gray sprocket gear spinning upon a start-up or restart with a gray background if you hold these 2 keys down until you see the greyish black spocket it will then come up and as Safe Mode and then all USB items except Apples and 3rd party start-up software is now disabled try this and see if the mouse does the same thing if not you have a software problem

Only holding the Shift key is required for safe-booting -- holding down the Enter/Return key does nothing AFAIK.
