What do you mean "changing" it?
If you're looking at the number of "dots" that represent the password, you will NOT see as many dots as you have letters/numbers in your password. That would be silly: it would be telling whomever's viewing the screen exactly how many letters/numbers are in your password. Mac OS X will (almost) always show eight dots, no matter how long your password really is.

...but it authenticates correctly when you re-input the password?
I would suggest removing the Internet Connect keychain entry for that specific connection with the program "Keychain Access". Then, re-input the correct password into Internet Connect for that dial-up account and see if it "sticks."
