Is it possible to configure 'Read Receipts' in Apple Mail?

The short answer is no. That is not a feature of the normal internet mail protocol. There are some proprietary extensions that do it but they only work for specific mail clients. At one of my old employers the windows mail would do things like read reports and also allow "take backs" so someone could unsend a message. It was only ever used by people who didn't really understand that the half of us who chose to read our mail on the Unix system would not honor them.

So the short answer is no, and even if it did it would not work because you are relying on the recipient's mail program to work for your interests and not its owner's interests.

I don't know what the mechanism is that implements read receipts in Outlook, but if it has anything to do with winmail.dat attachments, this might be useful:
