iTunes And Mail Won't Open

I am running OS X 10.4.11 on an iMac PowerPC G4. After restarting following a power outage I found that I cannot open iTunes 8.0.2 or Mail 2.1. When I try to open from the dock or applications folder the icons bounce a few times and then stop. I have run Disk Utilities and repaired permissions and verified the disk. I have also uninstalled and then reinstalled iTunes without success.
 
Can you run in safe mode?boot your mac while holding the shift key. You can try to archive and install as the last option
