Windows machine can see Mac, but not vice versa

Just set up a network between a PC and 2 Macs. The Windows machine can see both Macs, but the Macs can not see the PC. What would be the possible causes of this issue?
 
The Windows PC does have the Windows firewall running. It's a pretty light firewall, so I didn't think that would make a difference. I'll try disabling that. Any other advice if that doesn't work?
 
Make sure all computers are in the same Workgroup. On the Mac, use the Directory Access utility to make that change.
Click on SMB/CIFS (and unlock lower left) to see the dialog.
 
I have OS 10.4.10 my wife has Vista Home Premium, She can open my hard drive. When I click on "GO" and "Network" I get a list for workgroup then her PC. I click on connect and a new window opens with choices. "Delete Alias" which will not work as I don't have the right permissions. "Fix Alias" which shows me a columns view of my hard drive with out her PC showing up and "OK" which takes me back to "connect". Before the upgrade to 10.4.10 clicking on "OK" would open her hard drive. What is wrong and how do I fix it?
