I have two 40gb HD's One is Macintosh HD ONe is Music And Video these are the OSs on each
Music & Video - Mac OS 9.1
Macintosh HD - Mac OS X.1.3, Mac OS 9.2.2
My question is could I install OS X server and what are the differences between OS X and OS X server?

OS X server - to put it simple - has GUI wrappers for things you would have to do in terminal in OS X client plus it has some more server stuff preinstalled, it is easier (due to GUIs) to handle MySQL, Apache, User groups etc. etc. etc.

Technically, you can the same things with OS X client, allthough a bit more work is required (just apply the Linux formular -> (download time * (2 - version number)) * 15 min = time needed to configure anything Linux/Unix)

Well, I think so...since it is the same architecture than OS X client and since it also has a classic environment, I don't see any reason why this shouldn't work...
